The program called for master planning and developing a new fair complex with convention facilities, horse racing track, multi-use livestock barns and related amenities on an undeveloped 640 acre site.
The site master plan also provided for recreational facilities that could be used in conjunction with the fair complex. These amenities included multi field baseball fields, restrooms, concessions, and bleacher seating, and parking along with public parks intertwined the developed area of the site.
